All urban areas have some waterbody or nala flowing through. Still drainage system is poor causing waterlogging and inconvenience, prime example being the Gangua river system in Bhubaneswar. This issue should be addressed.

Logistics, infrastructure and connectivity

Develop 6 new non-major ports.

NW5 and NW64 are to be developed and also other 4 NWs in the state. To carry one-third of India’s cargo by these waterways.

Any river ports?

Even NW5, which has the potential for carriage of mineral ore, is not operational yet and there is no sign of it in near future.

No infrastructure for regular dredging, maintenance and boat building for this to become a reality.

5 lakh crores are to be spent for shipbuilding and repair industry by 2047. State will have a shipbuilding and repair hub including OEMs by inviting local and foreign companies.

This dream is laudable if implemented. But there no indication in the media or otherwise regarding any such activity. Even there is no encouragement for setting up small modern boat/ shi yards at sea or river sides.

Port and Waterways Development –

Green hydrogen and ammonia berths at Paradip;

Green ammonia and methanol bunkering facility at all ports;

Retrofitting existing fishing vessels and trawlers with batteries.

Laudable effort.

Use of batteries in boats bring in problems of safety and disposal These should be studied before implementation.

Establish a department of maritime studies at one of the state universities in collaboration with Odisha Maritime Academy at Paradip, Crew Training Institutions at Bhadrak and Chandipur.

This department is to collaborate with other academic institutions to promote research. It is also proposed to set up a Centre for Maritime and Shipping (CMSI) by partnering with global institutions to undertake R&D activities.

It is suggested that a separate institution (CMSI) must be set up for R&D activity which will be developed into a full-fledged maritime university giving skill training, educational degrees and research within 5 years of its setting up.

Energy and sustainability

No mention has been made about energy from the sea.

Offshore wind farms, OTEC plants, wave and tidal energy extraction should be encouraged. It is an identified item of the Deep Water Mission of GOI.
